Is the communication stack ZigBee compliant?

Even though PeakNet Z and ZigBee are very similar, and PeakNet Z supports most of the features of ZigBee Pro 2007, PeakNet Z is not ZigBee compliant. Since in ZigBee all routers have to be continuously on, PeakNet LPR is not compliant as well.
